Mr. Mihai Bilauca is for the past 3 years the Head of Information Systems in Limerick City Council where he worked for 10 years in the ICT Section as Project Leader and Software Analyst.
Mr. Bilauca is leading the implementation of Open Source technologies in Limerick City Council which has become the first local authority in Ireland to move from proprietary office and email solutions to open source software. He is invited to speak at various conferences and seminars on how a local authority can avoid vendor lock-in by implementing Open Source technologies to become more efficient and to deliver improved, cost effective ICT services. He is leading the group responsible for the development of Open Source websites for all the Local Authorities in Ireland. Also he is a contributing member for the Digital Inclusion Strategy for Limerick City which aims to promote, support and deliver collaborative and innovative approaches to the use of ICT in Communities at risk of digital exclusion.
After his graduation as a Software Engineer from “Stefan cel Mare” University of Suceava, Romania, Mr. Bilauca continued his studies in University of Limerick Ireland where he obtained his Master of Science degree in Computer Science and where he is currently finalizing his PhD thesis on combinatorial optimization. He has published scientific papers at various Document Engineering conferences organized by the Association for Computing Machinery in Manchester, United Kingdom and Mountain View, California.
